Kuwahara, LLC <br /> <br />Tax Map Keys: 1-5-007:006, 069 & 070 <br />This is in response to your request for comments from the Puna CDP Action Committee <br />on the subject applications pending before the Windward Planning Commission. We <br />understand that the applicant is proposing to change the State Land Use designation for <br />the subject properties from Agricultural to Urban and the County zoning from <br />Agricultural (A-1a) to Village Commercial (CV-10). The eventual development being <br />proposed by the applicant is a shopping center that will include related roadway <br />improvements over the portion of Pāhoa Village Road fronting the subject parcels and the <br />State of Hawai`i owned roadway parcel (TMK 1-5-007:055), which will become an <br />extension of Kahakai Boulevard. <br />The Puna Community Development Plan (PCDP), as amended, identifies “village <br />centers” or “town centers” as the model on which Puna’s future land use pattern will be <br />based. The PCDP designates Pāhoa as a Regional Town Center meant to provide a wide <br />range of services and amenities to the communities in the region. The PCDP further <br />stipulates that development of regional town centers should be guided by a plan <br />“prepared through an inclusive community based process that involves major <br />stakeholders, including landowners, community representatives, and public agencies.” <br />At its February 14, 2012 meeting, the PCDP Action Committee voted to form a <br />subcommittee for the purpose of developing a Pāhoa Regional Town Center Plan <br />(PRTCP). The PRCTP subcommittee is comprised of a grass-roots initiated steering <br />committee of citizen volunteers and four members of the Action Committee. <br />Hawai‘i County is an Equal Opportunity Provider and Employer <br /> <br /> <br />
