No. 2017 - 03)

The Kona CDP Action Committee carried out a comprehensive review of the above - referenced
CDP Policy amendments presented by the Office of the Mayor to the Action Committee at its
November 15, 2017 meeting, and herewith transmits to you its recommendations appr oved
unanimously at its March 13, 2018 meeting.

In these recommendations, the Action Committee concurs with the majority of amendments
proposed in Communication 2017 - 03, but also recommends: (i) deleting or modifying certain
proposed amendments, and (ii) additional amending language to a number of other Kona CDP
policies in order to clarify and facilitate implementation of these important policies.

For simplicity in understanding and comparing the original amendments (those proposed by the
Office of t he Mayor in Comm. No. 2017 - 03) with the differing amendments recommended by
the Action Committee, the Committee’s enclosed recommendations present the existing goals,
objectives and policies of the Kona CDP in the same “Exhibit A” format as presented in
Co mmunication 2017 - 03, but with only the CDP amendments supported or additionally
recommended by the Action Committee. The Kona CDP amendments proposed by the Office
of the Mayor, in Communication 2017 - 03, should be reviewed side - by - side with these Action
Committee recommendations to allow a comparison and contrast of amending language between
the two documents.

The Action Committee understands that the subject document, entitled “Exhibit A,” is intended
by the Office of the Mayor to be an attachment to a County legislative Bill which, if enacted as
an ordinance by the County Council, would amend the Kona CDP Policies as provided in such
“Exhibit A.”
