Harry Kim <br />Mayor <br />County of Hawaii <br />PLANNING DEPARTMENT <br />KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE <br />Aupuni Center • 101 Pauahi Street, Suite 3 • Hilo, Hawaii 96720 <br />Phone (808) 961-8288 • Fax (808) 961-8742 <br />Wednesday, September 20, 2017 <br />DRAFT Meeting Minutes <br />CALL TO ORDER <br />Michael Yee <br />Director <br />Daryn Arai <br />Deputy Director <br />Chair DeFranco called the Kona Community Development Plan (KCDP) Action Committee (AC) to order <br />at 2:02 p.m. in the Department of Liquor Control Conference Room in the West Hawaii Civic Center. <br />The following persons were present: <br />ROLL CALL <br />Action Committee Members Present: Barbara DeFranco (Chair), Charles Young (Vice -Chair), Shirley <br />David, Kari Kimura, Shane Palacat-Nelsen, Janice Palma-Glennie, Douglas Payne, and Arnold Rabin. <br />Action Committee Members Absent -Excused: Hiram Rivera. <br />Staff: Keola Childs, Kona CDP Planner, and planners: Bethany Morrison, Heather Bartlett, and Kevin <br />Sullivan <br />Members of the public: 11 <br />ADDITIONS TO THE AGENDA: NONE <br />PUBLIC COMMENT ON AGENDA ITEMS: NONE <br />ANNOUNCEMENTS: Staff Morrison announced that the October 181h meeting involving the <br />presentation by Ron Whitmore, Deputy Director of Research and Development would be cancelled <br />with the hopeful date of that presentation to be scheduled in January of 2018. <br />APPROVAL OF MINUTES: <br />Vice -Choir Young moved to approve the minutes of the August 16, 2017 meeting os submitted. Second <br />by Committee Member Palocot-Nelsen. The motion to approve the minutes os submitted passed with 7 <br />votes aye, 1 abstain, 0 votes nay. <br />BUSINESS: <br />1. General Plan Comprehensive Review: <br />Long Range planning staff Bethany Morrison and Kevin Sullivan presented the proposed strategy for <br />the new format of the General Plan update and how the outline and content of such would affect <br />island -wide Community Development Plans (CDPs) in their future revisions. The proposed strategy <br />involves identifying common values and policies within the various regional CDPs and, as appropriate, <br />incorporate them into the updated General Plan. The purpose of the presentation was to explain the <br />strategy and prepare the Action Committee for what is to come in the future as the Planning <br />Hawai `i County is an Equal Opportunity Provider and Employer Page I <br />
