Absent—Scott Enright, Craig Neff, and Jason Moniz. <br /> Staff: Michael Yee, COH Planning Director, LeAna Gloor, Hamakua CDP Planner, and COH Planners: <br /> Bethany Morrison, Grace Armstrong, Hans Santiago, Kevin Sullivan; Neil Dixon. <br /> Members of the public: 7 <br /> ANNOUNCEMENTS: None <br /> PUBLIC COMMENT ON AGENDA ITEMS: None <br /> APPROVAL OF MINUTES: <br /> Mr. Carvalho moved to approve the December 19, 2016 draft minutes os submitted. Second by Ms. <br /> Mendoza. Motion passed with 5 votes aye and 0 votes nay. <br /> BUSINESS: <br /> 1. General Plan Comprehensive Review: <br /> Ms. Morrison, Ms. Gloor and other members from the Planning Department's Long Range <br /> Division provided the Steering Committee an overview of scenario planning as it relates to the <br /> General Plan Comprehensive Review. The planning team used scenario planning to explore the <br /> Hamakua CDP planning area. Steering Committee members and members of the public asked <br /> questions of the team and engaged in discussion. Topics discussed include: potential for <br /> potable water service upgrades, multi-scale approaches to wastewater infrastructure issues, <br /> enforcement and remediation of noncompliant wastewater infrastructure, incorporation of the <br /> Hawai`i County is an Equal Opportunity Provider and Employer <br /> Page I 1 <br />
