COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 3'79 07 <br /> RESOLUTION ESTABLISHING NOVEMBER 15TH AS HAWAII RECYCLES DAY <br /> WHEREAS, November 15`h is America Recycles Day. The goal of the annual campaign <br /> is to encourage Americans to recycle and to buy recycled products. Since its inception in 1997, <br /> <br /> the America Recycles Day campaign has grown substantially. Last year, residents in every state <br /> <br /> of the nation participated in America Recycles Day and pledged to recycle; and <br /> WHEREAS,t he mission is to hold an annual awazeness event to promote the social, <br /> environmental, and economic benefits of buying recycled and recycling; and <br /> WHEREAS, the goal is to increase the purchase of recycled content products and <br /> recycling throughout Hawaii County; and <br /> WHEREAS, Reseazch reveals that the number-one motivation to recycle is to preserve <br /> and improve our environment. The primary reason people want to preserve our environment is <br /> for future generations; and <br /> WHEREAS, the Update to the Integrated Solid Waste Management Plan identified <br /> recycling as a major activity to help the County reach its goal to divert 50% of all solid waste <br /> that would otherwise go to a landfill, by 2008 and 80% by 2013; and Resolution 28-03 Draft 2 <br /> was approved by Council on January 23, 2003, setting forth these goals and policies, and <br /> WHEREAS, landfills have a finite amount of space. The South Hilo Landfill is projected <br /> to reach maximum capacity within a few years. The Pu'uanahulu Landfill has more available air <br /> space at this time, but it will also reach capacity at some point in the future; and <br /> WHEREAS, landfills are expensive to maintain. They must comply with strict <br /> Department of Health (DOH) requirements while in service and must be monitored for at least <br /> 30 years after they aze closed. The establishment of any waste disposal facility is controversial; <br /> and <br /> WHEREAS, recycling diverts material out of the waste stream, preserves natural <br /> resources and prolongs the life of the landfills. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br /> OF HAWAII that November 15`h be established annually as Hawaii Recycles Day. <br /> <br />
